Harrow Council Permanently Adopts London's 'Most Generous' Free Parking Initiative
Harrow Council has officially cemented its status as the London borough with the city's most generous free parking offer by making the scheme permanent. The local authority, which provides at least one hour of free parking in 13 council-owned car parks and all on-street pay and display bays, included the measure in its approved budget on February 26, 2026, ensuring its continuation indefinitely.
Significant Boost to Local Business Footfall
Since its initial introduction in 2022, the free parking initiative has been credited with making a significant difference to footfall across Harrow. Originally projected to cost the council approximately £1 million annually in lost revenue, the scheme has instead driven a notable increase in parking activity and local shopping. Council data reveals that usage of council-owned car parks has surged by 33 percent, while on-street parking has risen by 11.1 percent, contributing to an overall parking activity increase of 18.5 percent.
Harrow Council Leader, Councillor Paul Osborn, expressed pride in the initiative, stating, "I am very proud of the one-hour free parking offer in Harrow - we are the only London borough that offers anything like that extent of free parking both in our car parks and our on-street spaces." He emphasized that resident surveys indicate widespread awareness of the scheme, with many reporting it encourages them to shop locally, thereby supporting businesses.
Widespread Recognition and Usage
During a Commons debate in December, Harrow East MP Bob Blackman lauded the borough's parking allowance as "the most generous parking allowance anywhere in London." This distinction sets Harrow apart from other London boroughs, such as Barnet, Southwark, and Tower Hamlets, which typically offer free parking only at specific locations or during limited times.
Council figures show that more than 10 million free parking sessions have been utilized since the scheme's inception. Councillor Osborn highlighted this impact, noting, "More than 10 million uses of free parking is helping residents day in, day out going to the shops and doing their business in Harrow." The initiative requires users to obtain an active parking session once per day via PayByPhone, PayPoint, or pay and display machines.
