Disabled Person's Freedom Pass: Who Qualifies

The Disabled Person's Freedom Pass provides complimentary travel at all times on TfL services. To qualify, you must live in a London borough and have an eligible disability. Eligible disabilities include being blind or partially sighted, profoundly or severely deaf, without speech, having a disability or injury that substantially and long-term affects your ability to walk, lacking arms or having long-term loss of use of both arms, having a learning disability as defined by TfL, or having a condition that would prevent you from obtaining a driving licence under the Road Traffic Act 1988 due to physical fitness, excluding persistent misuse of drugs or alcohol.

Exceptional Circumstances and Additional Information

Under exceptional circumstances, London boroughs may have the authority to issue Freedom Passes to disabled people who do not meet the statutory eligibility criteria. This provision allows for flexibility in cases where individuals face unique challenges not covered by the standard categories.
