The Department for Transport (DfT) has officially confirmed a significant change to England's free bus pass scheme, which will see the eligible age rise in line with the State Pension age.
What is Changing and When?
From April 2026, the age at which people in England qualify for a free bus pass will increase from 66 to 67. This change is a direct result of the planned rise in the State Pension age, which is being phased in across the UK between 2026 and 2028.
The DfT confirmed that concessionary bus passes will be tied to the official retirement age. This means that individuals born between 6 March 1961 and 5 April 1977 will now receive their pass when they turn 67, rather than 66.
How England Compares to the Rest of the UK
This update highlights a continuing disparity in concessionary travel across the UK. While residents in Scotland, Wales, and Northern Ireland can access free bus travel from the age of 60, the scheme in England remains linked to the higher State Pension age.
A Department for Transport spokesperson stated: "We fully recognise bus passes are vital to many older people, providing access to essential services and keeping people connected through free local travel."
The spokesperson also pointed to broader reforms, adding, "We're already in the process of making ambitious reforms to improve bus services for all passengers and supporting local areas to improve reliability and affordability."
Local Authority Powers and Future Changes
There is a provision for local variation. The DfT explained that local authorities in England have the power to fund additional concessions themselves, such as lowering the eligibility age, if it aligns with local priorities and needs.
Furthermore, the government has addressed calls to allow pass holders to travel before the current 9.30am start time. Funding has been provided to local authorities, which could be used to enable earlier travel for pass holders, a move that could help those seeking employment or attending early appointments.
The English National Concessionary Travel Scheme currently offers free off-peak travel on buses from 9.30am to 11.00pm on weekdays and all day on weekends and Bank Holidays.
