Ofcom, the United Kingdom's media regulator, has initiated a formal investigation into Telegram, a globally popular messaging application, following serious allegations regarding the hosting of child sexual abuse material. This probe stems from evidence provided by the Canadian Centre for Child Protection, which indicates that users on the platform have been sharing illegal content.
Regulatory Action Under the Online Safety Act
The investigation is being conducted under the provisions of the Online Safety Act, which mandates that user-to-user services must implement proactive measures to screen for harmful material. Failure to remove such content upon discovery can result in substantial fines, potentially reaching up to £18 million. Ofcom stated this morning that the investigation aims to determine whether Telegram has complied with its legal duties concerning illegal content.
Telegram's Firm Denial and Defense
In response, Telegram has issued a categorical denial of the accusations. The Dubai-based company emphasized that since 2018, it has significantly reduced the public spread of child sexual abuse material through advanced detection algorithms and collaboration with non-governmental organizations. Telegram expressed surprise at the investigation, suggesting it might be part of a broader effort to undermine platforms that champion freedom of speech and privacy rights.
Charity and Advocacy Responses
Rani Govender, associate head of policy at the charity NSPCC, highlighted the alarming scale of child sexual abuse, noting that police record approximately 100 related image offences daily. Govender welcomed Ofcom's intensified actions, stressing that children face unacceptable risks on private messaging services where abuse can go undetected.
Emma Hardy, communications director at the Internet Watch Foundation, a nonprofit dedicated to combating child sexual abuse imagery, also supported the investigation. Hardy underscored the devastating impact of such abuse, calling for a zero-tolerance approach and urging Telegram to strengthen its safeguarding measures to prevent criminals from distributing this content.
Platform Features and Controversial Use
Telegram functions as a hybrid between WhatsApp and X, enabling private and group communications for chatting, organizing, and news sharing. While its minimal oversight has contributed to its popularity, critics argue it has also facilitated misuse by drug dealers and far-right groups. Earlier this year, Metro uncovered a Telegram group where users solicited AI-generated non-consensual sexual content, despite Telegram's terms of service prohibiting such material. The group remains active, with recent posts requesting explicit, AI-edited images of teachers and personal crushes.
Campaigners continue to raise concerns about the platform's role in enabling harmful activities, balancing its benefits for free expression against the need for robust content moderation to protect vulnerable individuals, especially children.
