Czech President Petr Pavel has warned that Ukraine must resume peace negotiations with Russia or brace for a significant escalation of the conflict. Speaking to The Telegraph, Pavel stated that there remains a limited window to push for peace and open dialogue with Moscow.

Window for peace shrinking after Russian elections

Pavel highlighted that Russia's parliamentary elections are scheduled for September, and President Vladimir Putin is unlikely to announce mobilization before that date. However, once the elections conclude, the opportunity for peace talks will diminish. 'Russia will have parliamentary elections in September. President Putin will hardly declare mobilisation before, but once the elections are over, then the window will shrink,' Pavel said.

He added that continued Ukrainian success in striking deep inside Russian territory could pressure Putin to negotiate. 'President Putin will have difficulties keeping calm at home, and if this pressure continues, if Ukraine continues to be capable and successful in hitting targets deep in Russian territory, it will create conditions where Russia will be more inclined to negotiate,' Pavel explained.

Kremlin dismisses peace proposals

Three sources close to the Kremlin told Reuters that Putin is rejecting any proposals for peace talks, signaling a potential escalation in the near future. The war between Russia and Ukraine has persisted for nearly four years, but Russia has also been conducting a covert campaign against Europe.

Last week, a report from the International Institute of Strategic Studies (IISS) revealed that Russia has launched hundreds of drones and covert UAVs across Britain and Europe from its shadow fleet, preparing for a future conflict. The IISS report found that Putin's shadow fleet ships deployed drones into Britain and Europe, targeting airports, military bases, and nuclear sites.

Shadow fleet drones target European infrastructure

Among the affected sites were RAF Fairford, Feltwell, Lakenheath, and Mildenhall in the UK, along with dozens of locations across continental Europe. 'We assess it is likely that Russian-linked vessels and the 'shadow fleet' were used as launch or recovery platforms for UAVs as part of the Kremlin's wider unconventional war on Europe,' the IISS warned.

Since 2024, mystery drone sightings have plagued airports, military bases, and civilian areas as Russia tests the limits of its surveillance capabilities. 'The Kremlin was likely able to map reaction times, coverage gaps and limitations across European integrated air defences,' the IISS added. The drones also spied on critical infrastructure to prepare for a 'decisive opening operation in high-intensity conflict,' the report said.
