Motorists across the UK are often startled by a parking ticket on their windscreen, but experts say that in certain circumstances, you can legally disregard the fine. According to a Which? expert, some notices can be thrown 'straight in the bin' without paying, while others can be successfully contested. The RAC reports that private parking operators issued a record-breaking 14.4 million tickets (14,371,841) to drivers during the 12 months to March 2025.
When Can Fines Be Appealed?
"You can appeal if the signs aren't clear, if you're charged more than £100, or if you have a mitigating reason like ill health or your vehicle broke down," the expert explained. These are among the key grounds for challenging a parking fine, and understanding them can save you from paying penalties you don't owe.
Check Accreditation
"So the big question is, 'Is the parking company part of an accredited trade association?'" the Which? expert continued. These associations include the British Parking Association (BPA) or the Independent Parking Committee (IPC), reports the Manchester Evening News. "If it's not, then ignore it," she directed. "It won't be able to get your details from the DVLA to make you pay."
However, should the parking firm be accredited, the Which? expert recommends lodging an appeal letter with them, including supporting evidence such as proof of your extenuating circumstances and photos of poor signage. She added: "For members of the BPA, you have 28 days after rejection to appeal to the Parking On Private Lands Appeals (POPLA). Whilst for the IPC, you have 21 days after rejection to take it to the Independent Appeals Service."
What If the Appeal Fails?
The Which? expert pointed out that if the independent adjudicator decides against you, your final option is taking the parking firm to court. She warned, however: "But do this and lose and you'll have to cover it's legal costs too." This highlights the risk of pursuing a case beyond the appeals process.
Record Fines and Revenue
According to data collected by Confused.com through a Freedom of Information Request to councils across the UK, Penalty Charge Notices (PCNs) generated over £42 million between 2025-26 from Britain's most heavily penalised streets for parking and driving violations. The figures show that certain individual streets account for more than half of all penalties issued within their respective local authority areas. Overall, councils collected more than half a billion pounds (£530 million) in PCN fines over the 12-month period, with a staggering £42,194,821 raked in from violations on the worst-affected streets alone.
