Ofsted Praises Hammersmith and Fulham for SEND Support

A West London council and its partners have received high praise from Ofsted and the Care Quality Commission (CQC) for their work supporting children and young people with special educational needs and disabilities (SEND). The joint inspection of Hammersmith and Fulham's local area partnership, which includes the council, schools, and NHS services, found that SEND children in the borough 'are highly valued, visible and included'.

Positive Findings from the Inspection

The report, published this week following inspections conducted in February, highlighted several strengths. These include the highly skilled workforce supporting young people with SEND and the wide range of activities available, such as after-school clubs and holiday play schemes. Inspectors noted that the partnership works 'very well to make sure children and young people with SEND are consistently involved in decision-making across education, health, social care and the wider community'.

Specialist family and youth hubs were praised for providing integrated access to social care, health, and education, enabling families to receive the advice and interventions they need. The local parent carer forum (PCF) was also commended for its role in advocating for children and young people with SEND and shaping strategy through feedback from parents and carers.

Areas for Improvement

Despite the overall positive assessment, the report identified areas requiring improvement. These include long waits experienced by some young people before receiving their diagnosis and delays in implementing some Education, Health and Care (EHC) plans. The council and NHS North West London Integrated Care Board (ICB) are responsible for planning and commissioning health services for young people with SEND in the borough.

Council Response

Councillor Alex Sanderson, cabinet member for children and families, described the report as 'hugely encouraging' and said it reflects years of hard work improving local services. She noted that the Labour administration has delivered successes such as opening three new Family Hubs, launching WEST Youth Zone, and expanding holiday provision for all children. Sanderson added: 'This report is hugely encouraging and reflects years of hard work and partnership across the borough. We will continue listening to families and working with residents and partners to keep improving services for children and young people.'

In May 2024, Hammersmith and Fulham Council's children's services were rated 'outstanding' by Ofsted, an improvement from the 'good' rating received five years earlier. That report highlighted investments in an additional social work team, stronger safeguarding and healthcare arrangements, and a supportive environment for social workers.
