The licensing committee stated that while 58 objections were received, the legal threshold for refusal was not met, and existing council policy does not restrict clustering of similar venues.
Objections and Concerns
The application drew criticism from local MP Fleur Anderson, who argued the location opposite Putney Station and near schools was inappropriate. She expressed concerns about the impact on vulnerable individuals, including those with mental health issues or addiction. Liz Bridges, former chaplain of HMP Wandsworth, highlighted risks for former inmates. Local resident Anna Wojcik questioned whether adding another gambling venue near existing ones was consistent with protecting children and vulnerable people.
Operator's Defense
Barrister Gary Grant, representing Luxury Leisure, noted that Admiral operates around 300 adult gaming centres in the UK without any licence reviews for failing duties. He emphasized that children would be barred, safeguards would protect vulnerable patrons, and the venue would revitalize a unit vacant since 2022.
Council's Decision and Policy Review
The committee acknowledged the area is affluent with no issues at current gambling venues. However, it agreed to review the council's gambling policy to strengthen future decision-making, including a public consultation. The report stated the review aims to maximize the council's options when considering such licences.
