The cost of constructing a new centre for excluded pupils in Waltham Forest has surged by more than £1 million, bringing the total budget to £8.5 million. Originally estimated at up to £7.06 million, the project faced multiple financial adjustments due to unforeseen challenges during construction.
Construction Challenges and Budget Increases
Contractor McAvoy Group, which began work on the high needs and family resilience centres in North Birkbeck Road in late 2022, received an additional £1.07 million from Waltham Forest Council last week. This follows a previous increase of almost £249,000 in October 2025, negotiated due to project delays.
Councillor Ahsan Khan, cabinet member for housing and regeneration, explained that poor ground conditions and the necessity of installing a new electrical substation significantly contributed to the cost overrun. "Issues emerging during the project's construction phase have contributed to this uplift," he stated.
Facility Features and Purpose
The newly completed centre in Leyton offers a comprehensive range of services, including:
- Counselling and therapy sessions
- Education and skills development programs
- Classrooms for academic instruction
- Art and music rooms for creative expression
- A sports hall for physical activities
- A café for social interaction
Construction took 20 weeks and was completed in 2023, providing a single, purpose-built facility designed to be accessible and located near the Youth Offending Service.
Financial Management and Justification
Despite the cost increases, council officials emphasize that the additional expenditure remains within the broader schools project budget of £10.6 million. A council officer's report cited market conditions exacerbated by the COVID-19 pandemic as a key factor, with the contractor requesting inflation-linked adjustments for materials and labor before the November 2022 contract signing.
Cllr Khan defended the investment, noting: "This in no way detracts from the value of having a single purpose-built, accessible facility... and the council's statutory duty to provide education and support for young people excluded from school."
Waltham Forest Council confirms that all increased costs for the high needs and family resilience centre development stay within the original project scope and the Schools Capital Programme budget.
