Devon's picturesque coastline, often dubbed the 'English Riviera', is poised for a significant transformation as a major £20 million regeneration project gets underway. The focal point is the popular seaside town of Torquay, renowned for its sandy beaches and vibrant harbour, which attracts over four million visitors each year.

A Decade-Long Vision for Torquay's Future

Announced in 2023, the ambitious scheme is a partnership between the public and private sectors, led by Torbay Council. While the comprehensive plan spans a ten-year period, the most substantial work is anticipated to commence in 2026. The project aims to breathe new life not only into Torquay but also into the neighbouring towns of Paignton and Brixham, which together form the stunning English Riviera bay area.

The heart of the redevelopment is Torquay's Harbourside, specifically The Strand promenade. Initial improvements in 2024 focused on enhancing the area for pedestrians and public transport. The next phase involves a full revamp of this key waterfront location, which is expected to generate approximately 80 full-time jobs, £32 million in wages, and attract 86,000 new visitors over a 30-year period.

Key Projects: From Boutique Hotels to New Homes

One of the flagship elements is the creation of a new upscale boutique hotel on the harbourside. Construction firm Willmott Dixon states the hotel will feature a brasserie-style restaurant, a rooftop bar, a fitness room, and event space. Its culinary offering will champion local Devon produce, aiming to deliver a 'Best of Devon' experience to guests.

Another critical component is the £11 million Union Square development, described by the council as a 'flagship' project. This scheme is designed to create a future-ready town centre hub, addressing local needs by providing around 100 new homes alongside new healthcare facilities. The council believes this will help diversify the local economy beyond tourism.

Further plans include more efficient travel networks and the introduction of a 'Festival of Torquay' in 2027, adding to the area's cultural calendar.

With this investment, tourism in Torquay is expected to climb even higher. The town, just a 30-minute train journey from Exeter, is famed for spots like Torre Abbey Sands, a spacious sandy beach ideal for swimming. The wider 22-mile English Riviera boasts 20 beaches and is a hub for watersports, including water-skiing, diving, and kayaking.
