Primark Confirms Eoin Tonge as Permanent Chief Executive

Fast fashion powerhouse Primark has solidified its leadership structure by appointing Eoin Tonge as its permanent chief executive officer. The move comes as the retailer, owned by Associated British Foods (ABF), aims to sharpen its product strategy and amplify its marketing efforts in a competitive retail landscape.

Leadership Transition and Strategic Priorities

Tonge, who has been serving as interim CEO since March 2025, steps into the role permanently following the departure of former CEO Paul Marchant. Marchant resigned after an investigation into alleged inappropriate behavior toward a colleague, with ABF noting his actions fell below expected standards. Tonge brings extensive experience to the position, having served as a director of ABF since February 2023 and group finance director since April of that year. He will continue in these roles alongside his new Primark responsibilities.

Prior to joining ABF, Tonge held the position of chief financial and strategy officer at Marks & Spencer, where he played a key role in navigating the group through various challenges. He was also considered a contender for the top job at M&S before Stuart Machin secured the role. Tonge has additionally held senior positions at Greencore Group.

In a statement, Tonge outlined his strategic focus: "My priorities are to strengthen Primark’s core customer proposition of disruptive value leadership, enhance our digital engagement, pursue international growth, and drive greater operational effectiveness and efficiency."

New Commercial Leadership and Market Challenges

Simultaneously, Primark announced the appointment of Filip Ekvall to the newly created role of chief commercial officer, effective September 1, 2026. Ekvall will report directly to Tonge and oversee product, retail, digital, and customer functions, aiming to bolster Primark's consumer offerings. Ekvall's retail career has been largely spent at international fashion brand H&M, where he held leadership roles across Europe, South Korea, and the UK. Since January 2025, he has served as CEO of international outdoor retailer BRAV.

George Weston, chief executive of ABF, emphasized the significance of Ekvall's appointment, stating it represents a crucial step in advancing Primark as a "fast-moving international business." Michael McLintock, chairman of ABF, praised Tonge's "understanding of the business combined with financial acumen," expressing confidence in his ability to develop and grow Primark.

These leadership changes occur against a backdrop of recent sales challenges for Primark. In its latest trading update, ABF highlighted a "difficult trading environment" that has dampened consumer sentiment and footfall, contributing to a slump in sales. The appointments are seen as part of a broader effort to revitalize the brand's performance.

Historical Context and Future Outlook

Paul Marchant, who joined Primark as chief operating officer in 2009 and became CEO later that year, succeeded founder Arthur Ryan and oversaw the brand's rapid expansion in the UK and internationally. His tenure ended following the investigation, which was not the first into his conduct; ABF confirmed a previous incident involving inappropriate communication had also been examined.

Reflecting on Tonge's permanent appointment, George Weston commented: "Over the past year he has demonstrated the leadership, judgement, and consumer insight needed to enable Primark to capture the significant opportunities ahead. The changes he is implementing are at an early stage but are already having a tangible benefit in a challenging environment. I am confident that under Eoin’s leadership Primark will deliver good progress against our long-term ambitions."
