In a landmark decision for UK aviation, the government has officially selected Heathrow Airport's ambitious £49 billion proposal for a third runway.
Government Backs Heathrow's Vision
Transport Secretary Heidi Alexander announced the decision on Tuesday 25 November 2025, confirming that the airport's own expansion plan has been chosen over a competing proposal from hotel tycoon Surinder Arora for a shorter runway.
Heathrow has emphasised that the colossal project will be 100% privately financed, with funding coming through higher airline costs rather than taxpayer money. This applies to both the new runway and all associated infrastructure.
Significant Infrastructure Challenges Ahead
The approved plan comes with substantial logistical challenges. The project will necessitate the re-routing of the M25 motorway, one of Britain's busiest transport arteries. Furthermore, the expansion will lead to the demolition of nearby villages to make way for the new infrastructure.
Despite this significant announcement, the proposal remains subject to the full planning process. The Department for Transport has clarified that this selection does not represent a final decision on the third runway scheme or its ultimate design.
Next Steps and Parliamentary Scrutiny
Any amendments to the current plan will be subject to public consultation and detailed parliamentary scrutiny next year. Key details such as the exact length of the third runway, its final layout, and the full implications for associated infrastructure will continue to be examined throughout the remainder of the government's review.
In her announcement, Ms Alexander stated: "Heathrow is our only hub airport which supports trade, tourism and hundreds of thousands of jobs, underpinning prosperity not only in the South East but across the UK."
She added that the government is "acting swiftly and decisively to get this project off the ground so we can realise its transformational potential for passengers, businesses, and our economy sooner." The aim is to reach a final decision on a third runway plan during this parliament that meets key tests on environmental impact and economic growth.
