Services were dysfunctional, the council was uncontactable, and its reputation was tarnished by the £2 million highways fraud which occurred under Labour's administration. We have worked diligently over the last four years to rectify Labour's mismanagement. While we have made significant progress in improving services and enhancing Harrow as a place to live, we acknowledge that considerable work remains."
