Harrow Council Elections 2026: Complete Guide to Party Manifesto Promises

All fifty-five seats on Harrow Council will be contested in the upcoming local elections scheduled for May 7, 2026. The borough, currently under Conservative control since 2022, represents a significant political battleground. With a voter turnout of 37.9 percent in the previous election, Harrow notably stood as the only London local authority where the Conservatives gained seats.

Political Landscape and Candidate Overview

Major political parties including Labour, the Conservatives, the Green Party, the Liberal Democrats, and Reform UK are fielding a full slate of fifty-five candidates across Harrow's twenty-two electoral wards. Additionally, the newly formed Arise party, established after the 2024 general election and recently endorsed by former Labour Leader Jeremy Corbyn, is contesting eleven seats across five specific wards.

Professor Tony Travers of the London School of Economics has characterized Harrow as "one of the Conservatives' safest boroughs in London" and anticipates the party will retain council control following the May elections.

Conservative Party Pledges for Harrow

The Conservative manifesto outlines six core commitments for the borough. These include protecting the existing one-hour free parking policy, resisting inappropriate House in Multiple Occupation (HMO) developments and overdevelopment, defending the Green Belt from construction, implementing cleaner street initiatives with prosecution for fly-tipping offenses, increasing investment in road resurfacing and repair projects, and safeguarding the Freedom Pass and Winter Fuel payments for eligible residents.

Council Leader and Harrow Conservatives Leader, Councillor Paul Osborn, stated: "When we gained control of Harrow Council in May 2022, we inherited a council which was eighteen months away from bankruptcy. Services were dysfunctional, the council was uncontactable, and its reputation was tarnished by the £2 million highways fraud which occurred under Labour's administration. We have worked diligently over the last four years to rectify Labour's mismanagement. While we have made significant progress in improving services and enhancing Harrow as a place to live, we acknowledge that considerable work remains."

Labour Party Key Policy Promises

Labour's platform for Harrow focuses on six primary pledges. The party promises to freeze council tax in 2027 to alleviate cost-of-living pressures, maintain one-hour free parking to support local commerce, double the frequency of residential street cleaning to every two weeks, establish an Anti-Social Behaviour Squad to enhance community safety, take greater action against fly-tipping including a private alleyway clearance scheme, and crack down on illegal HMOs and rogue landlords to improve housing rental standards across the borough.

Harrow Labour Leader, Councillor David Perry, commented: "Harrow Labour is proud to present a suite of key pledges designed to ease the cost-of-living for thousands of residents, tackle anti-social behavior, and prioritize cleaning our streets. With our positive agenda, we are hopeful we can collaboratively build a future worthy of pride. Let's bring change to Harrow this May."

Green Party Manifesto Commitments

The Green Party's six-point plan for Harrow emphasizes improving access to General Practitioner services and supporting local schools, addressing poor housing conditions by cracking down on negligent landlords and advocating for more affordable and accessible homes, protecting nature and biodiversity, making the council more open, accountable, and responsive to residents, cleaning up borough streets and tackling issues like fly-tipping, and protecting green spaces while enhancing their safety.

A statement on the Harrow Green Party website declares: "For too long, our residents have been ignored. For the first time, the Green Party is standing candidates in every single ward to change that. Green Party councillors work hard, and we will always work hard for you. We are local people who care about our communities. The council should focus on improving lives for everyone. We will prioritize housing improvement and wellbeing support, helping build communities where people feel secure, supported, and able to thrive. At a time when some seek to divide, we believe Harrow's diversity is its strength. The Green Party stands for hope, not hate. We want to unite people for a better future. This election, we can make Harrow fairer, greener, and accountable. We will always listen, work hard, and champion our borough's diversity."

Liberal Democrats Policy Platform

The Liberal Democrats propose six key policies: improving waste management standards to reduce littering, building genuinely affordable homes that are sustainable and harmonize with Harrow's natural beauty, making Harrow attractive for businesses, achieving an 'Outstanding' OFSTED rating for council-provided children's services, improving resident communication channels with the council for concern resolution, and making road improvements with an emphasis on active travel and safety.

Harrow Liberal Democrats Chair, Joseph Gaunt, said: "We work to create a united borough that provides for residents who collaborate to make Harrow the best place to live. The Lib Dems stand on a platform of positive change. We seek improved living standards, outstanding children's services, and a prosperous community. We want Harrow to be a model borough for the UK—a place with high standards, a culture of community-giving, excellent public services, and opportunities for all, especially our youth. While national decline is often discussed, it is our duty to make our part of the country the best it can be. Our manifesto outlines how Harrow must evolve into a borough that works for residents, offering value for council tax and uniting to deliver excellent services and strong community bonds."

Reform UK Key Election Pledges

Reform UK's six-point plan for Harrow includes tackling crime, drug dealing, antisocial behavior, and street drinking; protecting one-hour free parking; stopping overdevelopment and unlicensed HMOs; focusing on pothole repairs to fix roads; making town center improvements; and taking public health seriously, addressing issues like spitting and early action on Tuberculosis cases.

The Harrow Reform manifesto states: "Reform UK will put Harrow residents first—take back Harrow for safer streets, stronger business, cleaner neighbourhoods."

Arise Party New Political Promises

The Arise party, a new political entity, presents six key pledges: stopping the conversion of family homes into overcrowded HMOs, strengthening enforcement against rogue landlords, and building genuine council housing for truly affordable homes; investigating high rates of school exclusions and ensuring every child has a suitable school place; bringing care homes back under council control to end profiteering and introducing free adult social care at home with meals on wheels; creating a not-for-profit community supermarket; ensuring the council divests from companies involved in human rights violations in Palestine, Congo, South Sudan, and elsewhere; and repurposing empty buildings into community spaces for young people and local groups.

Arise Leader, Pamela Fitzpatrick, stated: "Arise is a new political party for Harrow, formed after the 2024 general election in recognition that all establishment parties have failed our community. It comprises local people with a track record of community activism." Campaign material adds: "Our candidates are active in the communities they seek to serve, with records in community action and campaigns including anti-racism, housing, health, wealth inequality, and Palestinian rights."
