Former NHS Trust Chief Executive Faces Serious Sexual Offence Charges
Dr Martin Kuper, the former chief executive of Moorfields Eye Hospital NHS Foundation Trust, has appeared in court accused of exposing himself to a woman in a London park and subsequently sexually assaulting the police officer who arrested him. The 57-year-old medical professional pleaded not guilty to both charges during a hearing at Wimbledon Magistrates' Court.
Alleged Park Incident in Battersea
According to court proceedings, the initial incident occurred on April 28, 2025, in Battersea Park, southwest London. Prosecutor Barbara Valentini detailed that Kuper allegedly approached a woman who was sunbathing in the park, straddled her, and exposed his penis before fleeing into nearby bushes after being confronted by the victim.
The alleged exposure took place just months before Kuper's departure from his leadership role at the prestigious eye hospital trust in July 2025. He had served as chief executive since September 2021, following previous senior medical positions at Northwick Park Hospital and Whittington Hospital in London.
Additional Assault Allegation During Arrest
The court heard that following his arrest for the park incident, Kuper is accused of sexually assaulting a female police officer. Prosecutors allege he grabbed the officer in her crotch area while in custody. These additional allegations have compounded the serious nature of the case against the former NHS executive.
During Wednesday's hearing, Kuper confirmed his personal details and entered not guilty pleas to both charges of exposure and sexual assault. The Oxford-educated doctor elected to have his case heard before a judge and jury at Crown Court rather than in the magistrates' court system.
Bail Conditions and Future Proceedings
Magistrate Sandra Burling granted Kuper bail with specific conditions, including a prohibition against entering Battersea Park while the legal proceedings continue. The case has been transferred to Kingston Crown Court, where Kuper is scheduled to appear on March 10 for a preliminary hearing that will establish the timeline for his full trial.
