Camp Humphreys serves as the headquarters for United States Forces Korea (USFK), the clearest physical expression of the alliance between Washington and Seoul that has underpinned stability on the Korean peninsula since the 1953 armistice. However, the alliance is being tested under President Donald Trump, with relations becoming increasingly transactional. Trade tensions and security guarantees have unsettled Seoul, which has long depended on Washington as a guarantor against North Korea. Mason Richey, a professor of international politics at Hankuk University of Foreign Studies in Seoul, notes that reliability and credibility issues are worse than before, despite deep operational ties.
Troop Reduction Concerns
When Trump announced the withdrawal of 5,000 troops from Germany, Korean media raised questions about whether South Korea would be next. The defense ministry and presidential office quickly denied any troop reduction discussions. USFK stated that the current 28,500 troops are a baseline, not a limit, and that the focus is on capabilities rather than fixed numbers. However, tensions have spilled into national security, including an immigration raid at a Hyundai-LG battery plant in Georgia and threats to hike tariffs on South Korean goods to 25%. The US reportedly partially restricted intelligence sharing after a South Korean minister publicly identified a suspected North Korean nuclear site, and a data breach stalled talks on nuclear-powered submarine development.
Military Readiness and Expanding Mission
Behind the suburban veneer, Camp Humphreys is a military installation training for war. The Vandal Training Center features water-survival drills simulating helicopter crashes, and medical rooms with artificial smoke and combat sounds for battlefield evacuations using $400,000 mannequins. Virtual-reality simulators allow troops to run combat scenarios in any terrain. An official says the readiness standard is fight tonight. For years, the focus has been on North Korea, which possesses nuclear weapons and ballistic missiles. In late 2024, North Korea deployed over 12,000 troops to support Russian forces in Ukraine, receiving advanced military technology in return.
Strategic Shift Toward China
The Pentagon's national defense strategy states that South Korea is capable of taking primary responsibility for deterring North Korea, with limited US support. Washington is pushing to expand the mission beyond the Korean peninsula. Camp Humphreys is positioned roughly 800 km from Shanghai and under 1,400 km from Taiwan, giving the US a strategic advantage. A USFK official says Korea sits at the center of regional security geometry, and commander Xavier Brunson notes the base's presence complicates every adversary's calculation. However, in Seoul, there are fears that hosting a launchpad for US regional operations could drag South Korea into conflict with China. Jaechun Kim, a professor at Sogang University, says many South Koreans are reluctant to see USFK reoriented toward containing China, with strong concerns about entrapment in US-China strategic competition, especially over Taiwan.
Future of the Base
Trump's calls for allies to join US-led operations in the Strait of Hormuz have sharpened concerns in Seoul. Despite this, Camp Humphreys is expanding: four new barracks are nearing completion, and a new elementary school is under construction. Large-scale troop withdrawals remain unlikely.
