Ukrainian President Volodymyr Zelenskyy has reiterated his commitment to Ukraine achieving technical readiness for European Union accession by 2027, despite significant pushback from several European leaders who have labelled the accelerated timeline as unrealistic and potentially divisive.
European Leaders Express Reservations Over Accelerated Timeline
Speaking to reporters, Zelenskyy stated, "Technically, we will be ready in 2027," adding that Ukraine aims to implement the primary membership requirements by the end of 2026. This declaration comes amidst a backdrop of scepticism from within the EU bloc. Luxembourg's Foreign Minister, Xavier Bettel, emphasised on Thursday that established rules must be respected, cautioning that continued pressure on timing could prove counterproductive.
EU Enlargement Commissioner Marta Kos acknowledged the political will for Ukraine's accession but hinted that substantial progress is still required. This aligns with the European Commission's recent progress report, which noted only "some level of preparation" in many critical areas, with limited advancement on key issues such as anti-corruption measures and institutional capacity.
Hungary's Stance and Domestic Political Context
A major obstacle remains the requirement for unanimous approval from all 27 EU member states. Hungary, under Prime Minister Viktor Orbán, has long opposed fast-tracking Ukraine's membership. Relations between Kyiv and Budapest have deteriorated recently, with Orbán stating that 95% of Hungarians reject Ukraine's accelerated accession to protect national interests.
This issue is expected to feature prominently in Hungary's upcoming parliamentary election, which could potentially end Orbán's 16-year tenure and alter the political landscape concerning EU enlargement.
Strategic Motivations and Security Guarantees
Zelenskyy clarified that his primary objective is to secure a clear timeline for EU membership, viewing it as a crucial component of post-war security guarantees for Ukraine. This diplomatic push occurs as trilateral talks involving Ukraine, Russia, and the United States are anticipated to continue in the coming days.
