Controversy and Transition in Civil Service Leadership
The appointment comes amid some controversy, with recent media reports containing bullying allegations that the Cabinet Office has determined present "no case to answer." Dave Penman, head of the civil servants' union, has criticized the reporting of these allegations, attributing them to what he describes as "misogyny" and suggesting that Romeo's "outgoing, dynamic" personality has attracted unfair scrutiny that might not be directed at male counterparts.
Romeo replaces Chris Wormald, who served less than 18 months in the position following Labour's election victory before being shuffled out in connection with the Mandelson scandal. Interestingly, Romeo was previously a leading contender for the cabinet secretary role when Wormald was appointed, having been one of four candidates on the final shortlist for the position.
When Wormald assumed the role in 2024, Prime Minister Starmer praised his "wealth of experience" and pledged that Labour would undertake "nothing less than a complete re-wiring of the British state to deliver bold and ambitious long-term reform."
