Richmond Council is investigating the feasibility of introducing electric-powered outdoor saunas in the borough as part of its strategy to generate additional income and address severe financial pressures. The council has confirmed it is researching outdoor sauna provision, with a particular focus on more sustainable models, including electric-powered options rather than traditional wood-fired saunas.
The Local Democracy Reporting Service (LDRS) has learned that the council is consulting with suppliers to better understand the outdoor sauna market and determine whether potential opportunities are commercially and operationally viable. A notice issued by the council states that the deadline for supplier engagement is October 22.
Financial pressures and funding cuts
The move comes as Richmond Council faces unprecedented financial challenges due to government funding cuts. A new government funding formula is set to reduce the council's core funding by £29 million per year by 2029, which amounts to 58 per cent of its central funding. In response to these cuts, Richmond Council has put forward a major transformation programme aimed at overhauling its departments and saving £39 million annually by 2029. The council is also challenging the cuts alongside Wandsworth, Westminster, and Kensington and Chelsea councils. The council told the LDRS: "The council is exploring growing public interest in outdoor wellness and recreation, which can bring social, health and wellbeing benefits for residents. There may also be opportunities to generate income to support the long-term sustainability of parks and leisure services at a time of financial pressure."
At this early stage, the council wants to understand the level of interest in outdoor saunas and how they could operate. Officials have expressed particular interest in lower-impact, more sustainable approaches, including electric-powered options rather than traditional wood-burning models.
