Parents Demand Systemic Change After Serial Sex Offender Jailed for Nursery Abuse

The mother of one victim described the profound betrayal felt by parents who entrusted their children to Chan, who served as an art teacher and key caregiver at the Bright Horizons nursery on Finchley Road in north London. "He wrote the words for a large chunk of what is inside her nursery folder," she said, highlighting how every memory is now tainted by his actions. "I feel like the innocence of her childhood is stolen." The family was unaware of Chan's offending until Metropolitan Police officers visited them in October 2025, revealing that disturbing images of their daughter had been found on his devices, placing her at extreme risk of abuse.
Systemic Failures Exposed
Chan's ability to manipulate the system has raised serious questions about accountability. The girl's father expressed despair, asking, "What danger was our child exposed to? And whose fault was it, beyond just an individual?" Solicitors representing multiple families confirmed that concerns about Chan's behaviour had been raised at the nursery but were not adequately addressed. Over 1,200 families have been alerted by police that their children may have had contact with Chan, leaving many in a state of uncertainty about whether abuse occurred.
The mother emphasized the need for robust government action: "From a government perspective, they've just got to make the system more robust, and that's inevitably going to become more expensive—they're going to have to find solutions for that, but I don't think we have a choice." She holds Bright Horizons equally responsible, calling for prosecutions by local authorities to ensure justice.

As their daughter enters primary school, the parents grapple with how to explain the case to her in the future. "One day we will have an adult daughter who will have access to all of the information about this case online," the mother said. "I want to be able to tell her that I did absolutely everything possible to bring some level of justice for her."
