A West London school that specializes in educating pupils who have been excluded from other institutions has been placed into special measures by Ofsted, following a damning inspection that concluded children are being put at risk of significant harm due to severe safeguarding failures.

Critical Safeguarding Deficiencies Exposed

The Skills Hub, located on Falling Lane in Yiewsley, West Drayton, was visited by inspectors in December 2025 after safeguarding complaints were raised. The report from His Majesty's Chief Inspector stated that the school is failing to provide an acceptable standard of education and that leadership lacks the capacity to implement necessary improvements.

Inspectors found that leaders have not ensured an open and positive culture around safeguarding, which directly endangers pupils. The report detailed serious safeguarding failures, including staff not raising concerns about colleagues' conduct promptly. At the time of inspection, authorities were actively investigating serious child protection allegations.

Pupils at the school, which serves 50 students aged four to 18 with almost a third having special educational needs, are not routinely taught essential safety topics such as healthy relationships and personal safety. While leaders have begun addressing these issues, Ofsted noted that time is needed to embed a proper safeguarding culture.

Educational Quality and Management Breakdown

The school's educational standards have significantly deteriorated during what Ofsted described as a turbulent period marked by recruitment challenges. Many teachers are delivering lessons outside their subject expertise, leading to excessive focus on activities that do not enhance pupils' knowledge.

Attendance rates are alarmingly poor, with a 39.9% absence rate—33% higher than the national average. School leaders lack procedures to monitor absences and cannot effectively challenge reasons for non-attendance.

Behavior management is inadequate, with disruptive conduct negatively impacting well-behaved students. Staff lack capacity to enforce high expectations, allowing issues like derogatory language to go unaddressed. However, the report noted that bullying is not tolerated, and pupils trust the school to handle such incidents effectively.

Leadership and Trust Response

The Skills Hub is part of Orchard Hill College Academy Trust, which operates colleges in Camberwell, Bermondsey, Sutton, Uxbridge, and Wandsworth, plus schools in Croydon, Kingston, and Tooting. Ofsted found that leaders, governors, and trustees acknowledge the decline in standards and safeguarding failures but have no concrete plan for improvement despite using external experts.

Ian Valvona, Interim CEO of Orchard Hill College Academy Trust, stated: We accept the findings of this report from Ofsted. Our priority is to ensure that the concerns identified by Ofsted are addressed as quickly as possible to ensure students are safe, and that we are providing a high quality of education and care at The Skills Hub.

The trust has developed a Post-Inspection Action Plan, reviewing safeguarding and curriculum processes, and appointed Craig Ven-de-Velde as Interim Head. Ven-de-Velde brings significant education leadership experience to drive sustainable improvements.

Consequences of Special Measures

Being placed in special measures means The Skills Hub will undergo frequent monitoring inspections to track progress. Restrictions may include limitations on hiring new teachers, particularly early career educators, as recommended by inspectors.

The school's future now hinges on demonstrating rapid and substantial improvements in both safeguarding protocols and educational quality to protect its vulnerable student population.
