A record number of homeowners are leaving England for Scotland and Wales, driven by the search for more affordable housing. New statistics from the Office for National Statistics (ONS) reveal that between June 2019 and June 2024, movement out of England to other parts of the UK increased by 66% to 116,000—the highest level since records began in 2005.
Why Are People Moving?
The primary driver is affordability. According to Rightmove's latest House Price Index, the average home in England, Scotland, and Wales is now listed at £373,971. However, regional breakdowns show stark differences: in Scotland, the average price is £208,122, while in Wales it is £274,007. In contrast, the East of England averages £421,237, and the South West sits at £387,771.
Richard Donnell, executive director of research at Zoopla, explains that jobs and local economies are key factors. "Housing growth is something that follows in time," he says. He also notes that quality of life and proximity to green space influence decisions.
Cheapest Areas in Wales
Zoopla's list of the most affordable towns to buy a family home in 2026 highlights several Welsh locations:
- Ferndale, Rhondda Valley: Average three-bed home £113,000; estimated monthly mortgage with 20% deposit: £445.
- Treorchy, Rhondda Valley: Average three-bed home £132,900; estimated monthly mortgage: £523.
- Abertillery: Average three-bed home £136,200; estimated monthly mortgage: £536.
These areas are former mining towns that suffered economic decline after pit closures in the 1980s. A 2017 study found that barely half the lost mining jobs had been replaced by 2008, contributing to low house prices.

In Scotland, the most affordable locations include:
- Cumnock: Average three-bed home £113,600; estimated monthly mortgage with 20% deposit: £447.
- Irvine: Average three-bed home £120,900; estimated monthly mortgage: £476.
- Glenrothes: Average three-bed home £141,900; estimated monthly mortgage: £558.
These figures reflect a broader trend of people seeking better value for money and a higher quality of life outside England.
