London Driver Accumulates Massive Fine Total
A motorist driving a Kia Ceed 3 automatic has accumulated a staggering £107,000 in fines over just nine months for repeatedly failing to pay London's ULEZ and Congestion Charges. Between January and September this year, the driver received 432 separate penalty charge notices, making them the highest individual offender for both schemes.
Breaking Down the Penalties
Transport for London (TfL) data reveals the driver accrued 265 ULEZ penalty charge notices (PCNs) and 167 Congestion Charge PCNs. This translates to £66,610 in ULEZ fines and £41,370 in Congestion Charge fines.
The daily ULEZ charge for non-compliant vehicles is £12.50, while the Congestion Charge costs £15 per day. However, penalties for non-payment are substantially higher. Initially set at £180 per offence, these fines reduce to £90 if paid within 14 days. If unpaid after 28 days, the charge can increase to £270, potentially rising to £279 if a recovery order is issued.
Other Notable Offenders
Freedom of Information requests uncovered other persistent offenders. A BMW X5 driver accumulated 270 ULEZ PCNs between January and September 2025, owing TfL £67,450, though they avoided Congestion Charge penalties entirely.
Meanwhile, the driver of a Renault Grand Scenic Dynamique received the most Congestion Charge PCNs during this period - 207 unpaid notices resulting in £56,580 in fines.
The Kia driver's total penalty amount is particularly striking as it represents approximately four times the value of a brand new Kia Ceed 3 automatic, highlighting the severe financial consequences of consistently ignoring London's driving charges.
