East London's Heron Wharf Development Accelerated, Delivering 223 Social Rent Homes by 2029
The second phase of the Heron Wharf development in East London is set to be completed years ahead of schedule, with Tower Hamlets Council confirming that 223 homes for social rent will become available in 2029. This acceleration marks a significant step in addressing the borough's severe housing pressures and overcrowding issues.
Project Details and Heritage Restoration
Located on the former Poplar Gasworks site in Poplar, the Heron Wharf development will ultimately comprise 2,900 homes upon completion. The project's first phase has already delivered 219 affordable homes, with the upcoming second phase focusing specifically on family-sized units to combat overcrowding.
In addition to housing, the regeneration effort includes the restoration of industrial heritage. A 22-meter-high section of Gasholder 1, originally built in 1876, has been installed in Levens Bank Park and restored to its historic striking blue colour, preserving the site's legacy while creating a unique public feature.
Community Amenities and Leadership Statements
The completed development will feature a comprehensive range of amenities designed to foster a thriving community:
- A 2.5-acre riverside park for recreational use
- Commercial spaces including a food store, restaurant, and café
- A gym and children's nursery to support family needs
Lutfur Rahman, Executive Mayor of Tower Hamlets, emphasized the project's importance: "Tower Hamlets faces some of the highest housing pressures in the country, and this type of partnership working will allow us to offer properties that meet the needs of our residents. Acquiring these new-build homes, many of them family-sized, allows us to speed up delivery, tackle overcrowding, and support residents most in need of secure housing."
He added, "This innovative approach demonstrates the scale of our determination to address the impact of London's housing crisis in Tower Hamlets. And this development offers more than just homes: it will create a thriving community with green spaces and local amenities that residents can benefit from for years to come."
Partnership and Accelerated Delivery
Harry Lewis, Divisional Land & Development Director at Berkeley Capital, highlighted the collaborative effort behind the accelerated timeline: "This deal will see hundreds of local people provided with a safe, quality home that meets the needs of their family. And thanks to the ambition and drive of our partners at London Borough of Tower Hamlets and the GLA, we've been able to significantly speed up delivery, so the benefits of regeneration are felt sooner."
The Heron Wharf development represents a model of public-private partnership aimed at rapidly addressing housing shortages while incorporating historical preservation and community-focused amenities. With its accelerated completion date, the project is poised to make a tangible impact on East London's housing landscape well ahead of initial projections.
