For countless individuals across the UK, the path to obtaining a driving licence is a rite of passage marked by dedication and, often, significant challenge. However, new data has unveiled the extreme lengths to which some learners are going, with one person taking the theory test a staggering 128 times without success.

The High Cost of Persistence

Figures released by the AA Driving School on Tuesday 11 November 2025 paint a startling picture of perseverance. One determined learner has invested £2,944 in 128 attempts at the theory test, yet still has not passed. In another remarkable case, a candidate finally succeeded on their 75th try, a victory that came with a total bill exceeding £1,700.

Each theory test attempt, a mandatory hurdle before booking the practical exam, costs £23. The examination itself assesses a candidate's knowledge of road rules and safe driving practices through multiple-choice questions, as well as their ability to identify developing hazards in a series of video clips.

The Practical Hurdle and Booking Woes

For those who do conquer the theory, the practical test presents a further formidable obstacle. Last year, the record number of attempts taken before passing the practical exam was 21. This persistence would have cost the driver between £1,302 and £1,575, depending on when the tests were taken. The data also shows that two individuals have attempted the practical test 37 times each without securing a pass, spending up to £2,220 apiece.

These insights, obtained via a freedom of information request to the Driver and Vehicle Standards Agency (DVSA), coincide with a period of record-high driving test waiting times in Britain. Driving instructors have reported to Sky News that it has become nearly impossible to book a test through the official government website due to bots.

These automated programs, used by individuals and companies, block-book driving test slots to resell them for a profit. While not illegal, this practice violates the DVSA's terms of use. The agency has taken action, having closed over 800 business accounts for misuse of its booking service in the past two years.

Expert Advice for Success

According to the DVSA, the pass rates for the theory and practical tests in the 2024/25 financial year were 44.9% and 48.7% respectively. Commenting on the figures, Emma Bush, managing director at AA Driving School, emphasised that thorough revision is the key to success in the theory test.

"It is easy to underestimate the level of knowledge required to pass the theory test," she added, urging all learners to prepare diligently for the challenge.
