Police Watchdog Launches Independent Investigation
The Independent Office for Police Conduct (IOPC) has opened a criminal investigation into a Metropolitan Police officer after he allegedly struck a man on the head with a pair of handcuffs during an arrest in North West London.
The incident occurred on College Road in Kensal Green at approximately 2:20pm on Monday, September 29. According to the watchdog, the altercation began when the officer attempted to speak to a man about his vehicle's registration plate.
Details of the Altercation and Arrest
When the man walked away from the officer, the decision was made to arrest him. During the ensuing struggle, the man was brought to the ground. It is alleged that the officer then hit the man on the head with his handcuffs.
The man was taken to hospital for medical treatment and, after being discharged, was transferred into police custody.
The IOPC confirmed its investigation commenced on October 16, following a mandatory referral from the Metropolitan Police. The force made a further referral after a member of the public submitted a formal complaint, expressing serious concerns about the level of force used by the officer.
Appeal for Witnesses and Mobile Phone Footage
IOPC Director Amanda Rowe stated that the incident was witnessed by several members of the public, with many filming the event on their mobile phones. Footage from the altercation has since appeared on social media platforms.
"It’s important that we carry out an independent investigation to establish the circumstances surrounding this incident," Ms Rowe said. She urged anyone who witnessed or filmed the incident, or the moments leading up to it, to come forward and assist investigators.
The officer involved has been formally served with a notice informing him that he is under criminal investigation for the potential offence of grievous bodily harm. He is also being investigated for potential gross misconduct.
The IOPC emphasised that this notice does not automatically mean that criminal or disciplinary proceedings will follow. Upon conclusion of the investigation, a decision will be made on whether to refer the matter to the Crown Prosecution Service and if disciplinary proceedings are warranted.
