They stated that the warning shots were fired in strict accordance with international navigation laws. However, Jane Kelvey disputed this, insisting that their AIS transponder was on, they were sailing (not motoring), and they were not on a collision course. She said the Russians did not fire flares or attempt radio contact before the warning shots.
