In a bold new initiative to combat illegal waste dumping, Merton Council in South London has announced a financial reward scheme offering up to £200 to residents who report fly-tipping incidents that result in successful prosecution. This move forms part of a broader crackdown on the environmental crime that damages local green spaces and wildlife habitats.

Incentivising Community Action Against Fly-Tipping

The council is encouraging anyone who witnesses fly-tipping in the act to report it immediately, with the promise of monetary rewards to bolster enforcement efforts. According to the scheme, residents who provide evidence that leads to a fixed penalty notice being issued and paid, or a court case where the witness is not required to attend, will receive £100. If the witness is needed in court to secure a conviction, the reward increases to the maximum £200.

Strict Criteria for Eligibility

Merton Council has emphasised that only reports from individuals who directly witness the fly-tipping incident will qualify for the reward. Evidence-based reports submitted after the event, without a witness, do not meet the criteria. This ensures the scheme targets active, observable offences to strengthen legal cases against perpetrators.

Progress in Reducing Illegal Dumping

Since launching its dedicated fly-tipping strategy in 2024, Merton Council has seen a notable decline in illegal waste dumping. Data from December 2025 shows a 10 per cent reduction compared to the previous year, indicating that targeted measures are having a positive impact on community cleanliness and environmental protection.

Councillor Stuart Neaverson, cabinet member for transport and cleaner streets, stated: "Fly-tipping is illegal and has no place in Merton. This new reward scheme gives residents an extra incentive to report offenders and supports our ongoing work to take firm enforcement action against those who dump waste in our community. Information from witnesses plays a crucial role in helping us build strong cases and bring fly-tippers to justice."

How to Report Fly-Tipping in Merton

Residents can report witnessed fly-tipping through the following methods:

  • Completing the council’s online fly-tipping report form
  • Emailing details, including photos or video evidence, to Waste.enforcement@merton.gov.uk
  • Calling the Council Contact Centre on 020 8274 4901 and selecting environmental enforcement
