Sudan's Path to Peace: A Credible Plan Emerges Amidst Conflict
In the heart of Khartoum, Sudan's capital, Arabic graffiti boldly proclaims 'Freedom, peace, justice and the civilian' – a poignant reminder of the aspirations that once united a nation. Yet, seven years after the December revolution that toppled a 30-year dictatorship, Sudan teeters on the brink of irreversible collapse, engulfed in what has become the world's worst humanitarian crisis.
The Devastating Toll of Three Years of War
For three relentless years, ceasefires have been systematically ignored, plunging Sudan back into chaos with each broken promise. The conflict has claimed hundreds of thousands of lives and displaced millions, reducing Africa's third-largest country to ruins. Warmongers intoxicated by power have weaponized starvation and even deployed chemical weapons against their own people, making it painfully clear that those who inflict such suffering cannot be the architects of freedom.
From the initial outbreak of hostilities, it became apparent that neither the Rapid Support Forces (RSF) nor the Sudanese Armed Forces (SAF) could achieve total military victory. This notion of complete triumph is a dangerous fallacy, propagated by those who profit from prolonging the bloodshed. The recent attacks on civilian targets in East Darfur and North Kordofan underscore the brutal reality facing ordinary Sudanese citizens.
A Glimmer of Hope Amidst the Darkness
Despite the overwhelming devastation, Sudan still possesses a future worth fighting for. Across the nation, civilian coalitions have emerged to fill the void left by a non-functioning state, delivering essential food and medicine while coordinating support for peace initiatives. The Sudanese people have not surrendered their hope for a return to normalcy and governance.
Now, for the first time since the war erupted, a credible peace plan has emerged that could break the vicious cycle of violence, wars, and coups that has plagued Sudan for decades. Unlike previous initiatives that either took sides or lacked necessary support, the roadmap presented last September by the Quad – comprising the United States, United Arab Emirates, Saudi Arabia, and Egypt – carries genuine potential.
The Three Pillars of Sustainable Peace
This comprehensive plan recognizes that temporary pauses in hostilities are insufficient. Instead, it advocates for three simultaneous components essential for lasting peace:
- An immediate and unconditional humanitarian ceasefire that commits all conflict parties to halt hostilities
- The urgent delivery of humanitarian aid coupled with robust protection mechanisms for civilians
- A national dialogue that brings together representatives from across Sudanese society
The primary objective must focus on determining how Sudan should be governed rather than who governs it – a decision that rightfully belongs to the Sudanese people themselves. A truce without an accompanying political process has proven meaningless time and again, as both parties have repeatedly agreed to ceasefires while continuing to spill Sudanese blood.
International Unity and the Berlin Conference
The upcoming ministerial conference in Berlin on April 15 presents a critical opportunity to advance this peace process. The international community must unify its efforts behind the Quad's roadmap, consolidating the disparate initiatives from organizations including the African Union, Intergovernmental Authority on Development, League of Arab States, United Nations, and European Union.
This duplication of mediation efforts only dilutes the chances of ending the war. A united international front in Berlin can help accelerate the transition from truce to humanitarian aid delivery and ultimately to the civilian-led political process that Sudan desperately needs.
Belief in a Better Tomorrow
The scale of the challenge cannot be underestimated, but the Sudanese people have demonstrated remarkable resilience throughout their history. They overcame three decades of dictatorship and navigated the division of their nation. Now, with a credible peace plan on the table and international support coalescing, there exists a genuine opportunity to return Sudan to peace.
The window for action remains open, but it will not stay open indefinitely. The time has come for all stakeholders – both within Sudan and across the international community – to seize this moment and chart a course toward the freedom, peace, and justice that the Sudanese people have so courageously demanded.
