Legends Review: Customs Officers Take on Drug Gangs

Imagine The A-Team, but instead of wrongfully convicted US army commandos, it is a group of disgruntled customs officers who have taken off their ties. That is the premise of Legends, a six-part thriller by Neil Forsyth based on the true story of ordinary men and women recruited from Her Majesty's Customs in the early 1990s. Given just three weeks of training, they were sent undercover to infiltrate and dismantle two massive drug cartels flooding Britain's streets with heroin.

A Team of Plucky Underdogs

Steve Coogan stars as Don Clarke, a former undercover police officer who assembles the team for the home secretary (Alex Jennings) and HMC's director of investigations Angus Blake (Douglas Hodge), despite receiving little support or funding. The recruitment process is both fun and slightly absurd: anyone asking about overtime or legal details is quickly ejected, and only those dedicated to lockpicking class make the cut.

Key Characters and Undercover Operations

Tom Burke plays Guy, a 'lone wolf' operator with a monotone voice and deliberate energy that becomes increasingly at odds with his character's rise through gangster ranks. Don warns Guy not to let his 'legend'—the fake identity issued to all recruits—overtake him. Guy poses as a drug importer to infiltrate a Turkish-run operation, leaving behind his daughter and understanding wife Sophie (Charlotte Ritchie).

In Liverpool, two other recruits—hardbitten Kate (Hayley Squires) and thoughtful Bailey (Aml Ameen)—investigate a local drug gang. Erin (Jasmine Blackborow) works behind the scenes as a data analyst, helping the team stay ahead of threats. Corrupt cops, last-minute story patches, and gangland power struggles keep the tension high.

A True Story Well Told

The series avoids the trap of bathos, despite lines like 'You think a few customs officers can take on the biggest drug gang in Britain?' that could come from a sitcom. Coogan's presence occasionally hints at comedy, but the energy spent maintaining seriousness prevents the series from fully igniting. Still, Legends remains a brilliant story, well told. It is now streaming on Netflix.
