Smart lamp-posts equipped with AI capabilities, including facial recognition and gait analysis, are being installed in Warwickshire, sparking debate over whether they represent a leap in crime-fighting or a step toward a surveillance state. Conflow Power Group (CPG) claims its iLamps can double as solar-powered, revenue-generating AI data centres, but experts and privacy advocates question the technology's feasibility and implications.
What the iLamps Can Do
The iLamps, the first of their kind in the UK, are installed in a hospital car park in Warwickshire. CPG says they can automatically recognize number plates and faces, and potentially incorporate gait analysis and suspicious behaviour detection. The company has also signed an agreement to supply 50,000 units to Katsina state, Nigeria, with additional surveillance potential for vehicles and faces. CPG chairman Edward Fitzpatrick told the BBC World Service that the lamp-posts could ultimately track missing persons or fight crime, in partnership with relevant authorities.
Public Reaction: Apathy and Acceptance
Local residents largely accept the surveillance. Karl, 52, said: “The town centre is already full of cameras, and it’s fine. You don’t mind them being there unless you’re up to no good.” Tejal, 41, a radiologist, expressed anxiety about AI's broader impact on jobs and joy, but saw privacy concerns as minor. This acceptance persists despite concerns about predictive surveillance, data ownership, and the potential for future governments to misuse the infrastructure.
Expert Skepticism: Hype vs. Reality
Jasleen Chaggar, senior legal and policy officer at Big Brother Watch, warns that councils are often sold these tools as “magic wands” despite limitations. She distinguishes facial recognition from passive CCTV: “Facial recognition is real-time identity check – it’s much more like a fingerprint or DNA. You can’t get another face.” She also notes that technologies can be upgraded later, citing Hammersmith and Fulham's CCTV updates that could embed facial recognition, aggression detection, and suspicious behaviour monitoring.
Prof Rabih Bashroush, director of the Centre for Artificial Intelligence and Data Innovation at the University of East London, dismisses the AI data centre claims: “There’s absolutely no chance this will fly: the technology doesn’t work, there’s not enough power, the economics won’t work.” He says solar power in Britain is negligible, and facial recognition claims are “just hype”.
Data Ownership and Misidentification Risks
Data ownership remains a key issue. Bashroush recalls a case in the Netherlands where a company collected household waste data and later claimed ownership, leaving the council without access. Chaggar highlights misidentification risks: in retail, where facial recognition is used to prevent shoplifting, misidentified people can be blacklisted without explanation. “It’s Kafkaesque,” she says.
Political and Ethical Concerns
Home Secretary Shabana Mahmood has expressed support for a “panopticon state”, and earlier this year said: “You can’t enjoy any of your liberties in any country if you’re not safe.” Critics argue this logic subordinates all liberties to state protection. Chaggar asks: “Are you happy to have your political enemies having these capabilities? Because you’re building an infrastructure that is here to stay.”
The broader anxiety, as expressed by writer Ted Chiang, is that these technologies reflect not just AI but economic systems that resist being turned off. For now, the iLamps remain largely unnoticed, but their potential to reshape surveillance in Britain is undeniable.
