Universal Studios' first European theme park, set to open in Bedford in May 2031, is expected to draw more visitors than any of London's top ten attractions, according to a report presented to Bedford Borough Council. The park, located in Kempton, Bedfordshire, will include a 500-room hotel, retail, dining, and nightlife options.
Visitor Numbers and Economic Impact
The report anticipates around 8 million visitors in the first year, rising to 12 million annually after 20 years. This would surpass London's most visited attractions in 2025, including the Natural History Museum (7.1 million), the British Museum (6.4 million), and Windsor Great Park (5 million). The development is expected to contribute £50 billion to the UK economy, boost tourism, and support the creative industries.
Jobs and Construction
The project will support 20,000 jobs during construction and create 8,000 permanent roles once operational. Planning permission was granted via a special development order in December 2024, aided by the government's approval of Luton Airport expansion.
Transport Improvements
Regional transport will be enhanced with a new four-platform train station in Wixams (2027-2030), expansion of Kempston Hardwick station, and new slip roads on the A421. The site will have high-speed rail links to London in 39 minutes.
Community and Investment
Patrick Lyons, manager for strategic sites and inward investment, said: "We're dealing with one of the largest companies in the world... a company with a lot of know-how and a lot of capacity and capability to play a very positive and active role in the local community." The council plans to leverage the investment to increase local spend and incentivize private sector investment.
Construction Timeline
Initial steps include removing deep-clay pits from the former brickworks and installing modern drainage and green infrastructure before building the core zone.
