Emergency Housing Package to Fast-Track Thousands of Affordable London Homes

The UK government has unveiled an emergency housing package aimed at accelerating the construction of thousands of affordable homes across London. This crisis intervention, confirmed by Mayor Sadiq Khan and Housing Secretary Steve Reed, is designed to address the severe housing shortage that has left many residents priced out of the capital.

Addressing the Housing Crisis with Urgent Measures

High interest rates, escalating construction costs, and restrictive planning regulations have drastically reduced housing starts in recent years. In 2024/25, only 4,522 social and accessible housing projects began on site, a stark decline from the 26,386 starts recorded in 2022/23. The new package seeks to reverse this trend by implementing several key initiatives.

  • A new fast-track planning route for developments that deliver at least 20% affordable housing.
  • Temporary relief from the Community Infrastructure Levy for eligible schemes.
  • Removal of Greater London Authority (GLA) guidance that can limit building density.

Steve Reed emphasized the urgency of the situation, stating, "The scale of the housing crisis in London demands action – so that’s what we’re doing. This decisive action will turn plans on paper into thousands of new homes in our capital, with a clear message to developers to get on and build."

Enhanced Powers and Accountability for Developers

To ensure compliance and progress, housebuilders will face an early-stage review if they fail to meet agreed targets and milestones. This could result in requirements to deliver more affordable housing on site. Additionally, the government has introduced legislation to expand the Mayor's authority to call in and review planning applications for developments of 50 homes or more when a borough is inclined to refuse them. This change is set to take effect in May.

Sadiq Khan highlighted his commitment to the cause, saying, "Building more social and affordable homes is a top priority and I’m taking the tough decisions to get these much-needed homes built. We’ve listened closely to the views of housebuilders, housing associations, councils and Londoners and the bold new measures respond to many of their concerns."

Streamlining Processes and Unlocking Stalled Sites

The emergency package builds on the progress of the English Devolution Bill, which includes a faster representation process that could shorten some planning decisions by up to six months. Furthermore, the Mayor will now have decision-making power for developments over 1,000 square meters on Green Belt or Metropolitan Open Land.

The government's New Homes Accelerator, in collaboration with the GLA and the London Borough of Barking and Dagenham, has already made significant strides. It unlocked a 4,000-home regeneration site at Beam Park, releasing 1,500 homes that had been delayed for a decade due to a single planning condition.

Future Prospects and Funding Initiatives

Looking ahead, the government has confirmed that a new rail station could be integrated into the existing network, with the GLA, London Borough of Havering, Transport for London, and other partners working to secure funding. The Accelerator has also launched a dedicated city branch, NHA LDN, managed by the GLA, alongside a new planning support service for boroughs called ATLAS LDN.

In a significant financial move, the GLA has secured £324 million to establish the City Hall Developer Investment Fund (CHDIF). This fund will prioritize interventions on stalled sites that can deliver housing completions as quickly as possible, ensuring that the momentum for affordable housing construction is maintained across London.
