Lewisham councillors have given unanimous approval to transform a three-storey residential property into a specialised care facility for vulnerable young mothers and their infants. The decision, made during a Planning Committee meeting on Tuesday evening, will see the Aylward Road house converted to accommodate up to five mothers and their babies for temporary assessment and support.
Providing Critical Support for Vulnerable Families
The facility will be operated by Changing Generations, an Ofsted-regulated organisation dedicated to supporting young mothers and their babies who require guidance and care. According to council documents, the site will function as an assessment centre where families can receive shelter and comprehensive support for a maximum period of 12 weeks.
Temporary Accommodation with Structured Care
During their stay, mothers and babies will benefit from structured care programmes delivered by qualified staff working on a rota basis. The team will include family assessment workers and managers who will provide essential support and guidance. After the 12-week assessment period, families will either transition out of the programme or move to alternative accommodation for continued care.
Planning officers recommended approval of the proposals, noting they address an identified need within the borough for specialised supported accommodation. The conversion requires no physical changes to the property's exterior or interior, maintaining the building's existing structure while changing its classification from a dwelling house to a residential institution.

Lewisham Council has highlighted a significant shortage of suitable children's home provision within the borough, forcing many vulnerable families to seek accommodation outside their local area. The new facility represents an important step toward keeping families within their community while receiving necessary support.

During the committee meeting, planning officers confirmed that no unacceptable impacts had been identified regarding amenity, design, transport or environmental matters.
