Ealing office conversion into 36 flats approved

Ealing Council has granted planning permission for the conversion of a vacant office building in West London into 36 flats, subject to a final legal agreement. West Africa House on Ashbourne Road, which has been mostly empty for several years, will be transformed into a residential block comprising two studio flats, 30 one-bedroom flats, and four two-bedroom flats.

Details of the Development

The planning documents do not specify whether the flats will be for rent or market sale, nor do they indicate if any will be classified as affordable housing. The development will include nine car parking spaces, four blue badge spaces, and two electric vehicle charging points to promote sustainable transport. Cycling infrastructure is also emphasized, with a requirement for a minimum of 55 long-stay cycle spaces and two short-stay spaces.

Retail Units and Conservation Area

The ground floor retail units currently operating at the site will be retained. The three-storey building is located within the Hanger Hill (Haymills) Estates Conservation Area but is not listed. According to planning documents, the external appearance will remain unchanged, so the development is unlikely to affect the character of the conservation area.

Parking and Public Consultation

The site falls within a Controlled Parking Zone, meaning residents cannot apply for parking permits beyond the nine on-site spaces. During public consultation, the Hanger Hill (Haymills Estate) CA Panel described the plans as "a reasonable new use for the property." Conditions attached to the approval include a construction management plan to minimize disturbance, with work restricted to 8am–6pm Monday to Friday and 8am–1pm on Saturdays.
