Uxbridge Road gets action area status in council plan

Hammersmith and Fulham Council has designated Uxbridge Road as an 'Action Area' in its draft Local Plan, promising to improve the road's visual condition and vibrancy. The move follows a campaign that collected nearly 3,000 signatures on a petition urging the council to act.

Local Plan Update

The council's draft 15-year plan, due for a second consultation in August 2026, now specifically targets Uxbridge Road for first-class development and streetscape improvements. The first draft was published in 2025 with public consultation from late October to mid-December, generating 707 representations from 235 consultees, 178 of which concerned Uxbridge Road.

Officers noted that submissions about the road dominated feedback, with calls for cleaner, safer streets, improved pavements, better shopfronts, and measures to reduce crime and anti-social behaviour. The council acknowledges issues from neglected shopfronts to wider environmental decline.

Action Area Goals

The Action Area designation supports improvements to the visual condition and vibrancy of Uxbridge Road by encouraging high design standards in new developments, shopfront and streetscape upgrades, and unlocking cultural, creative, and economic potential. The council will seek funding through planning contributions and support decluttering, such as removing outdated street furniture.

A key win for campaigners is the council's commitment to lobby Transport for London (TfL) for modernisation and step-free access at Shepherd's Bush Market and Goldhawk Road stations.

Campaigner Response

A spokesperson for the Fix Uxbridge Road campaign group said: 'Fix Uxbridge Road welcomes the collaboration with the council on the definition of a strategic policy for the Uxbridge Road Action Area included in the latest local plan (Regulation 19), viewing it as a strong foundation to unlock the area's untapped cultural, creative, and economic potential.'

They added: 'This evolving framework aims to elevate the visual condition and vibrancy of Uxbridge Road through high standards of design, shopfront, and streetscape improvements. Ultimately, the goal is to shape a welcoming high street that truly reflects the community it serves.'

Council Statement

A Hammersmith and Fulham Council spokesperson said: 'We’re working with residents and businesses to improve our town centres as we make Hammersmith and Fulham the best place to live, work and socialise. We have exciting plans for Uxbridge Road as we work with residents who want to make it safer, cleaner and more accessible. The proposed new Local Plan will help bring the improvements wanted to the road and enable those investing in the area to contribute.'

Other Plan Changes

The draft plan also retains the Hammersmith Flyunder proposal but no longer frames it as a site allocation for housing. The housing target has been revised from 2,029 to 1,406 homes per year due to Objectively Assessed Housing Need. The housing mix policy now better reflects the need for family-sized homes, and affordable housing contributions are updated for sites with two to nine dwellings, with payment in lieu prioritised over on-site delivery.
