During a visit to the United Kingdom in 2015, Modi presented the Padma Shri, one of India's highest civilian awards, to Metropolitan Police Deputy Commissioner Neil Basu. The award was given for Basu's role in strengthening ties between Indian and UK police forces. Records show that at least four other honours were conferred during Modi's foreign trips between 2014 and 2019.
The Padma awards are typically announced on Republic Day (January 26) each year, with recipients receiving their honours at a ceremony in New Delhi. However, Modi has used his discretion to award them abroad, bypassing the usual protocol.

Opposition leaders have criticized the practice, arguing that it undermines the credibility of the honours system. "Honours should be awarded based on merit and through a transparent process, not as diplomatic favours," said a spokesperson for the Indian National Congress. The government has defended the awards, stating that they recognize individuals who have made significant contributions to India's interests globally.
According to a 2019 report by the Ministry of Home Affairs, the honours awarded overseas were all recommended by the Indian missions abroad and approved by the Prime Minister's Office. However, no public list of such awards has been released, leading to calls for greater transparency.
Impact on Diplomatic Relations
The practice has also stirred debate about the use of honours as diplomatic tools. Some analysts suggest that awarding honours abroad can strengthen bilateral ties, while others caution that it may devalue the prestige of the awards. In response to queries, the Ministry of External Affairs stated that the awards are a reflection of India's appreciation for individuals who contribute to its global engagement. The ministry did not provide a list of all such awards given during foreign trips.
