Italy Launches Investigation Into Beauty Giants Over Youth Marketing Concerns
The Italian Competition Authority has initiated a formal investigation into Sephora and Benefit Cosmetics, both owned by French luxury conglomerate LVMH, over allegations of employing "covert marketing strategies" that target young girls. This regulatory action follows growing concerns about the mental health impacts of beauty product marketing on minors and the rise of compulsive skincare habits.
Regulatory Scrutiny Over 'Cosmeticorexia' Phenomenon
Italian authorities are specifically examining promotional activities for skincare products including face masks, serums, and anti-aging creams that appear to target girls under 10 years old. The regulator has expressed particular concern about what it describes as a "particularly insidious marketing strategy" involving "very young micro-influencers who encourage the compulsive purchase of cosmetics among young people, a particularly vulnerable group."
This investigation centers on the broader issue of "cosmeticorexia" - a term describing an obsessive preoccupation with achieving flawless skin that can lead to excessive, age-inappropriate, or compulsive use of cosmetic products among minors. The phenomenon has gained significant traction through social media platforms, creating what has become known as the "Sephora kids" trend.
Social Media's Role in Youth Beauty Culture
The investigation comes amid a dramatic surge in popularity of upmarket beauty brands among very young social media users. Platforms like TikTok and Instagram are flooded with content featuring young girls and teenagers discussing skincare routines and makeup products, often created by influencers who are themselves tweens and teens.
This digital ecosystem has created a powerful feedback loop where young users both consume and produce beauty content, normalizing extensive skincare regimens among age groups that traditionally wouldn't engage with such products. The Italian regulator fears this environment may be fueling unhealthy obsessions with appearance and skincare.
Health Concerns and Industry Response
Medical professionals have raised significant concerns about this trend. Dermatologists argue that children's skin is more sensitive and doesn't require the complex beauty products marketed to adults. Early exposure to unnecessary chemicals increases risks of irritation and sensitization, while the psychological focus on appearance can create anxiety about skin imperfections.
The Italian Competition Authority stated that its investigation focuses on whether important safety information - including warnings and precautions for cosmetics not intended for or tested on minors - may have been omitted or presented misleadingly. While selling such products to underage customers isn't illegal, the regulator emphasized that "the frequent and combined use of a wide range of cosmetics by minors, without proper awareness, may be harmful to their health."
Corporate Positions and Regulatory Actions
Sephora has previously attempted to distance itself from the "Sephora kids" phenomenon. Artemis Patrick, CEO of Sephora North America, stated in a 2024 interview that "we do not market to this audience," referring to preteen consumers. However, the Italian investigation suggests regulators believe marketing practices may contradict these public statements.
On Thursday, Italian authorities, assisted by the financial police, conducted inspections at Sephora Italia premises and other LVMH offices as part of their investigation. LVMH has responded that it, along with Sephora and Benefit, will "fully cooperate with the authorities" while declining further comment. The company added that "all the companies reaffirm their strict compliance with applicable Italian regulations."
This investigation represents a significant regulatory challenge for the beauty industry, which has increasingly leveraged social media and influencer marketing to reach younger demographics. The outcome could establish important precedents for how beauty brands market products to vulnerable age groups and what responsibilities they bear for potential mental health impacts.
