The Rugby Football Union (RFU) has revived its plan to host major concerts, including potential performances by global stars like Taylor Swift and Olivia Dean, at Twickenham's Allianz Stadium. The updated proposal introduces new crowd limits, additional South Western Railway services, and priority ticket access for local residents, aiming to address previous opposition.
Key Changes in the Revised Plan
The RFU seeks permission to hold 15 major non-sporting events annually at the 82,000-seat stadium, which currently can only host three such events per year with a capacity cap of 55,000. The stadium sits unused for approximately 340 days annually. The new plan includes a weekend crowd cap of 75,000 and a lower, unspecified limit on weekdays initially. Concerts would be introduced in phases, starting with smaller events and progressing only when local officials confirm proper management.
Community and Transport Measures
Residents would receive priority access to 1,000 tickets per concert through a pre-sale window. A facility fee added to each ticket would fund a community enhancement pool, estimated to generate up to £1 million annually for local projects. The RFU has also secured agreement with South Western Railway for extra train services during peak event times at Twickenham Station.
Bill Sweeney, RFU Chief Executive, emphasized the stadium's potential: "The stadium is by far our biggest financial asset as a sport, but its limited use impacts rugby's growth and community benefits. More concerts will generate tens of millions for local and national economies, create hundreds of jobs, and support local schools, charities, and businesses."
Background and Opposition
Opposition from residents, who raised concerns about disruption, led to a petition with nearly 2,000 signatures. In October, Richmond's licensing committee rejected a previous RFU application, urging better engagement with locals. The RFU has since worked with Richmond Council, the Met Police, and SWR for 18 months to refine the proposal.
Economic and Cultural Impact
The RFU claims the move could unlock over £500 million in rugby investment over five years and fund a stadium upgrade. The stadium has hosted only one concert in six years, while venues like The O2 Arena and Wembley Stadium have drawn huge crowds for artists like Olivia Dean and Taylor Swift. The RFU plans to submit a planning application soon, with resident information sessions scheduled for May 19 and 21 at the stadium's Clubhouse Bar and Kitchen.
