PWR Rugby Initiates Historic Tender for British and Irish League Expansion

Professional Women's Rugby has launched a groundbreaking tender process that could transform top-flight English rugby into a British and Irish league. The PWR, widely regarded as the world's most advanced women's rugby competition, currently features nine English teams but is now actively seeking expressions of interest from organizations across Wales, Scotland, and Ireland.

Historic Expansion Beyond English Borders

This potential expansion represents a historic first for English rugby, marking the initial occasion where either a men's or women's top-flight league would extend beyond its traditional core territory. The move signals a significant evolution in the sport's structure and geographical reach.

In official documents obtained by City AM, PWR executive chair Genevieve Shore confirmed the landmark development. "We are pleased to confirm that PWR is inviting UK and Ireland based organisations to submit their interest in becoming part of the league's future," Shore stated. "This is a unique opportunity to join a dynamic, fast-growing, world-class competition and play a meaningful role in shaping the next chapter of women's rugby."

Current Dominance and Growing Popularity

The West Country side Gloucester-Hartpury has established itself as the dominant force in PWR rugby, securing the last three consecutive titles and maintaining an unbeaten record this season. Notably, the team's core lineup includes several Welsh players, demonstrating existing cross-border connections within the league.

This expansion initiative coincides with a remarkable surge in women's rugby popularity across the United Kingdom. The momentum follows England's Red Roses capturing the Women's Rugby World Cup last year before a record-breaking crowd of 82,000 spectators at Allianz Stadium. The national team is now approaching a sell-out for their upcoming Women's Six Nations opening fixture against Ireland at the same prestigious venue in April.

Tender Timeline and Strategic Alignment

Organizations interested in joining the PWR have until the end of April to submit their expressions of interest, with further engagement and discussions scheduled to commence from May. The earliest potential entries would be considered for the 2027-28 rugby season, strategically aligning with expansion plans for Prem Rugby, the men's top-flight competition.

The official submission document outlines the compelling opportunity for prospective participants. "Joining PWR offers organisations the opportunity to contribute to a rapidly growing league with increasing commercial value, an expanding audience base, and a strategic ambition to become the world's most competitive women's rugby competition," the document emphasizes.

This initial phase specifically invites organizations to express interest in potential future inclusion within the competition structure, including the possibility for new organizations to become shareholders in the league itself. The tender process represents a calculated step toward creating a more comprehensive and competitive women's rugby landscape across Britain and Ireland.
