Major Overhaul of Driving Test Booking System Begins
Learner drivers across England, Scotland, and Wales are confronting significant new regulations effective immediately as the Driver and Vehicle Standards Agency (DVSA) implements stricter controls on driving test reservations. From today, 31st March 2026, individuals can now make only two amendments to a car driving test booking – a substantial reduction from the previous allowance of six modifications.

The DVSA has announced that any learner who requires additional changes after using both permitted alterations must cancel their test entirely and rebook. This process could force drivers to face the already considerable waiting times for new test slots, potentially delaying their progress toward obtaining a license.
In an official statement posted on social media platform X, the agency explicitly warned: "From March 31 you will only be able to make 2 changes to a car driving test booking. If you need to make more changes after you have used your 2 changes, you will need to cancel your test and book a new one."
Key Components of the New Regulations
The changes introduced today represent the first phase of a comprehensive transformation planned for the coming months, designed to address booking system abuse and enhance accessibility to tests. The specific new rules include:
- Learners may only change the date, time, or test centre on two occasions
- Making multiple adjustments simultaneously still counts as a single change
- Cancelling at least ten working days before the scheduled test continues to guarantee a full refund
Upcoming Changes and Further Restrictions
From 12th May 2026, learners will assume complete responsibility for arranging and managing their own tests through the official GOV.UK platform. This change will make it illegal for driving instructors or third-party services to handle bookings on behalf of learners.
This regulatory shift means instructors will no longer be permitted to:
- Book tests for their pupils
- Change or swap existing appointments
- Manage bookings within the system
Learners will instead need to verify their identity as the individual taking the test and accept updated terms and conditions. The DVSA has clarified that friends or relatives may still provide assistance, but only if the learner remains present throughout the process and completes as much of the procedure independently as possible.
Additional Restrictions Coming in June
Further limitations scheduled for implementation on 9th June will tighten the system even more by restricting how appointments can be rescheduled. Learners will only be allowed to change their test to one of the three closest centres to their original booking location. This measure aims to eliminate the practice of securing test slots nationwide and subsequently relocating them to different areas.
